Kanya Williams

A Doctor (PhD) of Petroleum Economics with specialties in Oil and Gas Investment, back up with an advanced Post Graduate Diploma in Mechanics of Project Finance, Kanya is a commodity expert in the global Oil & Gas industry. His focus however is on the African Regional Energy Industry. He is a British trained Oil and Gas Economist with extensive academic and practical expertise in the global Oil & Gas industry.

Currently, he produced a model market for sub-Sahara Africa Natural Gas Market that he wishes to test in the region. He is the founder, Foresight Global Oil & Gas Company LTD.

Kanya is an Executive staff of the Central Bank of Nigeria and Head: Policy Formulation Office, Trade & Exchange Department of the Bank. He has additionally derived extensive practical knowledge in his various national and international activities in the eight years he has spent in Central Bank of Nigeria.

Kanya has had the rare privilege to engage with global energy economists at the International Energy Agency Paris, Thompson Reuters Canary Wharf London, African Union Addis Ababa and was the Head: Oil & Gas Office, Research Department, Central Bank of Nigeria. He was a member of the Global Energy Economists that produced the prestigious World Energy Outlook of the Agency and African Energy Focus 2014. He was a peer reviewer of the two publications.

Kanya has spent over 20 years in the business of Oil & Gas as an academician, researcher, investment banker, market modeler, deal specialist, price intelligence manager, shipping and bunkering facility adviser and global crude oil, gas and petroleum products analyst.

Key specialties of Kanya include financial engineering, having had an extensive investment finance practice of turn-key energy projects. He is also an econometrician in times series with advanced skills in Oil & Gas commercial strategies, econometric modelling and commodities price forecasting and simulations.

In winter of 2007, he joined Alpine Investment services and was seconded to Geometric Alpine (a US$4.7 billion integrated power project of Alpine Investment and Geometric Power Nigeria proposal project) as a top management steering committee member. Here his skills in economic/financial modelling on energy and project implementation and management were perfected by fall 2008. In addition, this job provided him opportunity to learn high profile government tasks as the work was at presidential level.

Before then he has worked with various Nigerian Banks at management level on key project financing including the consummation of several CBN interventions, World Bank Projects and other public/private projects, mainly in the energy sector.

Kanya’s interest is to use the skills and expertise derived on the African Energy Sector. He is currently considering the possibilities of domesticating Natural Gas Market; Petroleum Product Market and exploring the potentials of Africa’s Carbon Credit.

Professor Raphael Heffron

Prof. Raphael Heffron

Raphael Heffron is Professor for Global Energy Law & Sustainability at the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee. He as of July 2019 is a Jean Monnet Professor in the Just Transition to a Low-Carbon Economy awarded by the European Commision. Professor Heffron is a qualified Barrister-at-Law, and a graduate of both Oxford (MSc) and Cambridge (MPhil & PhD). His work all has a principal focus on achieving a just transition to a low-carbon economy, and combines a mix of energy law, policy and economics. He has published over 120 publications of different types and is one the most cited schoalrs in his field worldwide. Professor Heffron has given just over 100 keynote or guest lectures in 37 countries worldwide.

Raphael was elected to the Royal Society of Edinburgh Young Academy of Scotland in 2018. His research and teaching has been recognised by the award of a Jean Monnet Professorship by the European Commission twice in 2016 (-2019) and 2019 (-2022). His teaching has also been recognised in the UK by becoming a Senior Fellow of the UK Higher Education Academy in 2018. In addition, Raphael is a Fellow of The Royal Society of Arts.

Raphael’s research has involved funding from UK national research councils (the ESRC and the EPSRC), the EU and currently through the European Commission Jean Monnet Professorship 2019-2022. He is a Research Associate at the national UK Energy Research Centre. He has given expert advice to the EU, UN, World Bank, and various international thinktanks – he currently serves on the UNECE Group of Experts on Cleaner Electricity Systems. Raphael is on the Editorial Board of the International Energy Law Review, the Renewable Energy Law and Policy Review and is Consulting Editor of the Halsbury’s Laws of England volumes on Energy Law (the leading practitioner series). Raphael is also co-editor of the forthcoming Oxford University Press Handbook for International Energy Law. He is Editor-in Chief of the new law and interdisciplinary journal Global Energy Law & Sustainability (published by Edinburgh University Press).

Raphael is currently the Co-Chair of the UK Energy Law and Policy Association; Visiting Professor in Energy Law at the International Hellenic University (Greece); an Associate Researcher at the Energy Policy Research Group at the University of Cambridge; and currently is/has been a Visiting Professor at Paris-Dauphine University (Paris, France), Queen Mary University of London (UK), the University of West Indies (Trinidad-based), Javeriana University (Colombia) and University Eduardo Mondlane (Mozambique); a Visiting Lecturer at the ESCP Business School (London and Paris); and a Visiting Scholar at MIT (US), University Of Texas at Austin (US) and the British Institute for Internatioanl and Comaprative Law (UK).

Raphael read for his PhD at Trinity Hall, University of Cambridge. He is also a trained Barrister-at-Law and was called to the Bar in July 2007 in the Republic of Ireland. He holds degrees from the University of Cambridge (MPhil, PhD), the University of Oxford (Christ Church) (MSc) the University of St. Andrews (MLitt), and Trinity College Dublin (BA, MA).
